BIM Producer Organisation Scheme

The overall objective of the Producer Organisation Scheme is to promote the contribution of Producer Organisations to the implementation of the CFP and to the development of the seafood sector.

Who is Eligible

Producer Organisations, which are an officially recognised body established by fishery or aquaculture producers in accordance with Regulation (EU) No 1379/2013 on the Common Organisation of the Markets in Fishery and Aquaculture Products (CMO Regulation), are eligible under this scheme.

What is Funded

  • Preparation of Production and Marketing Plan (PMP) and of Annual Reports (75%; up to €40k per year)
    • Includes direct staff costs of a Producer Organisation for this purpose and/or contracting of consultants for this purpose.
  • Preparation of Annual Reports (75%; up to €30k per year)
    • Includes direct staff costs of a Producer Organisation for this purpose
  • Administrative implementation of PMP (75%; up to €80k per year)
    • Includes the direct staff costs of a PO for implementation of measures identified in the PMP
  • Administration costs for the Celtic Sea Herring Management Advisory Committee (75%; up to €10k per year)
    • This support is available only for the PO administering the CSHMAC
  • Administration costs for the Northwest Herring Advisory Committee (75%; up to €10k per year)
    • This support is available only for the PO administering the NWHAC
  • Indirect costs (75%; up to €10k per year)
    • Eligible indirect costs will calculated as a flat rate of 10% of eligible direct staff costs under items 1, 2 and 3 above, and subject to the specified maximum levels of support.
  • Capital costs (75%; up to €30k over the lifetime of EMFAF)
    • Support will be provided to cover the purchase of capital equipment, specifically office equipment related to the implementation of the PMPs, including computers, printers, photocopiers, and other office machines to a maximum of €30,000 over the lifetime of the EMFAF Programme
  • Attendance at specified meetings (75%; up to €25k per year)
    • Support will be provided for 1 person from each PO to cover travel and subsistence in accordance with public service rules for a specified number of days.
  • Dissemination of knowledge & advisory services (75%; up to €30k per year)
    • Support will be provided to promote the dissemination of knowledge of an economic, technical, regulatory or scientific nature and of innovative practices, in particular linked to the implementation of Production & Marketing Plans and the Common Fisheries Policy
    • Support will cover travel and subsistence in accordance with public service rules
    • Items approved under this category must be detailed in advance in the Annual Report and are subject to approval by the competent authority.
  • All other measures identified in the PMP.
