An Bord Pleanála intends to establish a panel of qualified and experienced persons to advise on appeals and applications for which the Board will have responsibility under the provisions of the Maritime Area Planning Act, 2021.
In the first instance, the panel is intended to advise the Board in relation to all aspects of offshore renewable energy projects including sub-sea cables and electrical infrastructure. Applications are therefore invited from experienced members of the following professions (or related fields) with expertise in the areas listed below:
Professions / Areas of Expertise
- Array Design, Layout and Construction
- Marine Scientists
- Marine Geologists
- Marine Engineers
- Marine Ecologists including in particular those with the following specialisms and expertise:
- Marine Ornithology - Seabirds at Sea
- Marine Mammals
- Fish/Shellfish
- Benthic Ecology
- Fisheries (commercial)
- Marine Archaeologists
- Seascape and Visual Impact Assessment
- Air Safety and Navigation
Experience Required
Possess excellent knowledge and understanding of the offshore environment and renewable energy projects and demonstrate recent relevant experience in the professions and fields of expertise listed above, ideally including both subsea cable projects and offshore wind. Consultants should ideally have experience of working as part of and inputting into a multi-disciplinary team.
Nature of Work
The appointed consultants will be required to advise Board personnel in respect of pre application consultations and to provide expert marine advice relating to environmental assessment, produce written technical reports and documentation including details of assessment and recommendations on appeals and applications received by the Board. Approved consultants must be able to provide such reports in a timely fashion and within strict timescales.
Rates of Payment
Fee per day is €699 with time estimate authorised in advance.
Amount of Work
The appointed part time consultants are not being engaged as employees and the appointments made do not attract any statutory protection available to employees or superannuation rights. The part time employment is offered on a contract for services basis only and does not attract any employment conditions. No undertaking will be given in relation to the actual number of cases assigned.
Conflict of Interest
No work for the Board may be undertaken which might result in a pecuniary or other beneficial interest to you (other than the payment from the Board). No work which might conflict with the specific case work being done by the Board may be undertaken.

The Code of Conduct for Board Members, employees and Certain Other Persons applies to specialist consultants. Please refer to Paragraphs 13, 14 and 15 of the code which is available on the Board’s website (www.pleanala.ie) under the heading of ‘About Us’.
